Each Memorial Pavilion is a permanent, swim-through concrete monument on the seafloor offshore of Destin: a Foundation Base, four Columns, two Headers, four Capital Tops, two Florida limestone coral blocks, and base placements. All castings become habitat for marine life to attach and are then deployed as memorials. A Pavilion gives marine life shelter and surface area.

Placements may be made in a Column, a Header, or a Capital Top. A Column is the entry choice. A Header sits in the arch that divers swim through and under. A Capital Top is the crown of the structure, the most visible point on the Pavilion. Every placement is cast into the reef so that it remains permanently irretrievable, in keeping with Florida law, and is recorded with GPS coordinates and a name to the EPA.

When all phases are complete, the reef will hold 100 swim-through Pavilions. Each Pavilion offers up to 56 placement locations in its Columns, Headers, and Capital Tops, so one structure can carry many families, and each family can choose how prominent that place should be. As a Blue/Green alternative to in-ground burial, the Pavilions are the fundamental building blocks of the reef.
